Finland briefly shuts part of Gulf of Finland airspace and sea lanes amid renewed drone threat
The Finnish Defence Forces (FDF) again activated temporary flight- and shipping-restriction zones over the eastern Gulf of Finland in the early hours of Sunday, 18 October. Both aviation and maritime traffic were halted for roughly three hours between Loviisa and the Russian border after Ukrainian drone strikes on St Petersburg raised the risk of wayward unmanned aircraft entering Finnish territory. The measures were lifted at 09:43 local time without any incursions being recorded. Although the cordon covered only a narrow corridor off Kotka-Hamina, it forced several cargo vessels to reduce speed and required Fintraffic Air Navigation to reroute early-morning business jets heading for Helsinki-Vantaa. No airline schedules were cancelled, but carriers reported up to 20-minute delays on services from Asia that over-fly the Baltic. The FDF stressed that the restrictions were "purely precautionary" and formed part of a broader contingency plan agreed with the Finnish Transport and Communications Agency. Sunday’s action was the fifth such clamp-down since July, underlining how the war in Ukraine continues to spill over into Nordic transport operations. Helsinki has already secured €32 million in EU funding for counter-drone radars and jammers that will be phased in from 2027, but officials admit the interim period will rely on tactical air-space closures. Logistics association SKAL said that while the disruptions are minor in duration, they add complexity for time-critical sectors such as fresh food imports and just-in-time manufacturing. Travel risk consultancies advise corporate mobility managers to factor short-notice NOTAMs into itineraries for personnel transiting Helsinki or the southeastern ports of Mussalo and HaminaKotka. Employers are also reminded that drone-related air-space restrictions void standard EU261 compensation rules because they are deemed an "extraordinary circumstance." In the medium term, the incident reinforces arguments for Finland’s proposed reform of its Aviation Act, which would give the FDF delegated authority to impose area-specific restrictions without full cabinet approval—reducing reaction time from hours to minutes. The bill is scheduled for parliamentary debate in November.
