Immigration, Refugees and Citizenship Canada (IRCC) has quietly refreshed its flagship “What you need to enter Canada” page, time-stamping the update July 17 2026. The new language ends years of contradictory advice by confirming that U.S. lawful permanent residents (LPRs) entering Canada by land or water no longer need to carry a passport; a valid Green Card alone is acceptable. The clarification matters for the half-million U.S. LPRs who cross the border for business each year. Previously, many interpreted older wording to mean that a passport was “recommended”—leading to secondary inspections, missed meetings and additional compliance costs for employers shuttling technicians, sales staff and executives across the Detroit-Windsor, Buffalo-Fort Erie and Pacific Highway crossings. For air travellers the rules are unchanged: a Green Card plus a valid national passport (or equivalent document) is mandatory to board a commercial flight bound for Canada. IRCC’s update also reiterates that U.S. citizens themselves should continue to travel with a valid passport, even when an alternative WHTI-compliant document would technically suffice. The revision is expected to streamline processing for Canada Border Services Agency (CBSA) officers, who will now see harmonised guidance on the IRCC and CBSA websites. Corporations that maintain cross-border commuter programs should amend their mobility playbooks immediately, ensuring that HR portals, mobile-entry checklists and on-boarding materials reflect the simplified documentary requirements. Practical tip: employers may wish to issue wallet-sized travel cards or digital reminders to affected staff highlighting the distinction between land/water and air rules to avoid inadvertent non-compliance when an employee switches travel modes.
