The move comes amid intelligence reports that demobilised Russian soldiers have sought to enter EU countries via tourist or family-visit visas. Berlin has advocated the ban since March, arguing it is essential for national security and public order. German consulates will now prepare to screen applications against the forthcoming list, expected to run into tens of thousands of names supplied by Ukraine and allied intelligence. Corporate mobility teams should assess any Russian-national assignees or business partners with prior military service, as future visa applications could face heightened scrutiny or outright refusal. Legal experts recommend documenting civilian employment histories and obtaining declarations of non-involvement in war crimes. The package also strengthens asset-freeze enforcement and expands crypto-service restrictions, increasing KYC obligations for German banks processing relocation funds. Companies facilitating intra-EU transfers of Russian staff will need to coordinate closely with compliance teams. While the exact activation date of the visa ban is pending, officials in Brussels told reporters it could be set “within weeks.” German HR departments that routinely sponsor business visas for Russian engineers and IT specialists should therefore brace for longer lead-times and potential refusals.
