The emergency intervention follows a sequence of high-profile service failures under Trivia Trens, culminating in a dramatic carriage fire on the morning of 23 July that forced the evacuation of hundreds of passengers and paralysed rail traffic for hours. Although no injuries were reported, the incident triggered an ARTESP investigation into contractual breaches and safety lapses, and fuelled public criticism over the rapid concession of strategic mobility corridors to an untested operator. For the business community, the return of the Expresso Aeroporto could not be timelier. São Paulo’s Line 13-Jade is the only mass-transit option that bypasses notoriously congested highways and delivers travellers directly to GRU Terminal 3 in 32 minutes. Over the past three days, flight-connection reliability plummeted as stranded rail passengers scrambled for app-based taxis, driving average ride-hailing fares up by 70 %. Corporate mobility managers had begun advising travellers to budget an extra two hours for airport transfers—guidance now likely to be revised. CPTM says it has redeployed experienced crews and instituted an enhanced maintenance regime. The operator also pledged real-time performance dashboards that will be shared with ARTESP and the public. Labour unions, for their part, welcomed the decision but warned that long-term stability will require significant investment: Line 12 alone carries 450,000 riders a day and operates near capacity during peak hours. Negotiations are under way between the state government and the private concessionaire to determine penalties and the roadmap for any future hand-back. In the short term, mobility experts see the episode as a cautionary tale for Brazil’s wider rail-concession programme, particularly as federal and state authorities court foreign capital ahead of the 2027–2030 pipeline of green-field PPPs.
