Belgium has aligned itself with 18 other European Union member states in demanding an urgent videoconference of interior ministers after a dramatic mass-entry of some 60,000 migrants into Spain’s North-African enclave of Ceuta this week left at least 67 people dead. In a joint letter released on Saturday, 1 August 2026, and signed by Belgium’s Prime Minister Alexander De Croo alongside leaders of Italy, Denmark, Austria and 14 other capitals, Brussels warns that uncontrolled frontier crossings and the ‘instrumentalisation of migration’ threaten the integrity of the Schengen area and could quickly spill over to all member states if left unanswered. The intervention follows Spain’s decision to deploy troops and install a 500-metre floating barrier off Ceuta’s Tarajal beach after unprecedented numbers of mostly Moroccan nationals stormed the land and sea borders during 30–31 July. Amid chaotic scenes, Spain air-lifted reinforcements to the enclave while Morocco used water-cannon and tear-gas on its side of the fence. By Saturday morning thousands had already begun the long walk back across the breakwater, but Spanish authorities confirmed 67 migrant fatalities from drowning, trampling and tear-gas inhalation. For Belgium, the episode revives memories of the 2015-16 refugee crisis and underscores the political sensitivity of external-border failures at a time when the EU’s Entry/Exit System (EES) is still bedding-in and summer traffic is close to pre-pandemic peaks. Belgian diplomats said the country supports “targeted solidarity” with Spain but rejects calls—floated by Italy’s government—to suspend Madrid from Schengen. “Collective punishment is not the answer; operational coordination is,” a senior source at Belgium’s Interior Ministry told the Brussels-based press corps. Practically, Belgian companies with staff rotating through Ceuta or mainland Spain have already received guidance from the Foreign Affairs Ministry to expect ad-hoc border checks, longer queues at ports and airports, and potential knock-on disruption at Brussels Airport if airlines re-time flights. Multinationals running North-Africa to EU supply chains via Spain are being advised to review contingency routing through Zeebrugge or Antwerp in case sea freight is temporarily re-directed away from the Strait of Gibraltar. Analysts note that the joint letter could accelerate negotiations on the EU Pact on Migration and Asylum, which Belgium will have to shepherd when it assumes the rotating Council presidency on 1 January 2027.
