The so-called “golden-goodbye” scheme has cost British taxpayers more than £40 million but, officials argue, remains cheaper than the estimated £48,000 price tag for each forced removal. Under AVR, migrants who have overstayed visas or had asylum claims refused can apply for a one-off grant meant to cover tickets and initial resettlement costs at home. The latest figures reveal Brazilians as by far the largest national group using the programme, ahead of Indians (3,629) and Colombians (746). By contrast, citizens of the five countries that dominate small-boat Channel crossings—Afghanistan, Eritrea, Iran, Somalia and Sudan—rarely opt for the cash incentive. The disclosure has triggered debate on both sides of the Atlantic. In Brazil, labour-mobility experts say the influx of returnees—many with UK experience in construction, hospitality and care—could help fill domestic skills gaps if reintegration services are provided. British employers, particularly in agriculture and cleaning services, worry the outflow is exacerbating already tight labour markets that have struggled since post-Brexit immigration reforms. For global mobility managers, the news underscores two compliance lessons: first, that the UK is intensifying post-stay policing even for traditionally low-risk nationalities such as Brazilians; and second, that overstaying staff may quietly self-report to obtain AVR funds, potentially complicating corporate-tax equalisation and social-security obligations. HR teams are advised to audit assignment end-dates and exit records to avoid inadvertent overstays that could push employees toward the AVR route. Observers expect the scheme to remain under political scrutiny ahead of the UK’s 2027 election. A parliamentary committee has already called for stricter monitoring to ensure recipients actually depart and do not re-enter on new visas until a cooling-off period lapses.
