Speaking to reporters on 14 September 2026, ANAC director-general Tiago Faierstein predicted that Brazil will see a ‘noticeable downward curve’ in passenger-indiscipline cases by December, thanks to the same Resolution 800/2026 that came into force that morning. Faierstein said airlines logged 1,764 incidents in 2025—about five per day—and the trend continued upward in early 2026. The regulator believes the combination of R$ 17,500 fines, six- to twelve-month flight bans and a national do-not-board list will act as a deterrent once passengers realise sanctions are immediate and coordinated across carriers. Industry group ABEAR backs the forecast, noting that a single diversion can wipe out the profit margin of an entire flight and disrupt network punctuality, especially on the São Paulo–Rio ‘air shuttle’ used heavily by corporate travellers. Labour unions representing cabin crew say they will monitor implementation to ensure due-process rights and proper training in the use of restraint devices authorised under the new rules. ANAC conceded that the tougher stance is likely to increase litigation but argued that court challenges are ‘part of the learning curve’ and will refine the framework over time. The agency will review incident data after the peak Christmas travel season and may adjust penalty scales or expand the ban list to cover international segments operated by Brazilian carriers.
