Immigration lawyers argue that many arrivals discard documents en route to seek protection on the grounds of persecution, a practice recognised across the EU. However, airlines can face fines for carrying improperly documented passengers under carrier-liability regulations. Industry sources at Cork Airport say carriers have redoubled ID checks since August, with random spot audits by Department of Justice officials at the air-bridge. For employers, the story is a reminder that right-to-work compliance begins at onboarding. HR teams should verify original passports or Irish Residence Permits for all new hires – even EU nationals – and retain copies in line with GDPR. Global mobility teams moving staff between Ireland and Britain should note that some airlines now insist on a passport even though the Common Travel Area legally permits other ID. Looking ahead, the Department of Justice is expected to publish a review of carrier-liability penalties before year-end. Any increase could prompt stricter document checks at departure airports, potentially lengthening boarding times for legitimate travellers.
