WorldWay’s management told employees that maintaining “lawful and compliant operations” is now a survival issue for agencies: the rules introduce a formal registration system for immigration-service firms and give regulators power to suspend business or impose fines for erroneous advice that leads to clients being refused exit. For corporate mobility teams, the episode is an early signal that service providers are already adjusting internal processes—expect longer document-verification timelines, expanded client due-diligence questionnaires and higher professional-service fees as agencies invest in compliance infrastructure. Multinationals should update vendor-risk assessments accordingly. The firm, which handles residency-by-investment and overseas study cases across 24 jurisdictions, said it will publish a bilingual client guide explaining how the new regulations affect exit-permit applications, police-certificate requests and apostille procedures. It also plans refresher courses on data-privacy safeguards, anticipating stricter government audits of personal information held by migration firms. WorldWay’s rapid mobilisation illustrates how China’s private immigration sector—long lightly regulated—must professionalise under the State Council decree. Companies that rely on such agencies for assignee visa pack-outs should confirm the provider’s licensing status and contingency plans.
