On 18 September the Integration Migrants portal released an extensive FAQ clarifying how non-EU nationals who have completed government-approved training abroad can register with the Sistema Informativo per l’Inclusione Sociale e Lavorativa (SIISL). The FAQ follows the inter-ministerial decree of 22 June 2026 that operationalised Article 14(6) of Decree-Law 159/2025, placing these workers outside the annual Flow-Decree quotas. Key take-aways include: (1) employers must submit the registration within 30 days of the trainee’s certificate being issued; (2) digital identity SPID credentials obtained abroad are now accepted; (3) the system automatically notifies the relevant prefecture, reducing paper filings; and (4) once recorded in SIISL, the worker may apply for a one-year entry visa at the Italian consulate without waiting for quota windows. For HR and global-mobility managers this streamlines the hire of welders, carers and IT technicians trained under Italy’s emerging Global Skill Partnership pilots in Morocco, Tunisia and the Philippines. Processing times are expected to drop from a median 120 days to around 45. Companies should, however, update privacy notices because SIISL shares data with INPS and ANPAL for labour-market matching. Legal advisors stress that the SIISL number does not replace the Nulla Osta work authorisation—which must still be requested online—but proof of SIISL enrolment will suffice for visa issuance. Firms with high recruitment volumes are advised to integrate the new API into their applicant-tracking systems to pre-populate visa forms. The Labour Ministry plans a webinar on 30 September to walk employers through bulk uploads and error-handling; seats are limited and registration opened today.
