Meeting in Strasbourg on 20 October, the European Parliament adopted—by 558 votes to 93—a regulation that establishes a voluntary, single digital portal where employers can file posting declarations when sending staff to another EU country. The measure aims to harmonise paperwork that currently differs across 27 national systems. Because the EU institutions are headquartered in Brussels, Belgium will host the portal’s central technical infrastructure, according to an annex to the regulation. Belgian IT agency BOSA has already begun procurement for a data centre in Haren capable of processing up to 25 million declarations a year. For Belgian employers that routinely post workers abroad—especially in construction and logistics—the change means they will eventually log onto a single dashboard rather than separate national websites. Conversely, HR teams receiving posted workers into Belgium will gain earlier visibility of compliance data, which could reduce inspection times by the regional labour authorities. The law still requires Council approval but is expected to enter into force in mid-2027. Multinationals should begin reviewing internal mobility policies to align with the new digital workflow and ensure that assignment start dates allow for the regulation’s 24-hour pre-posting notification rule.
