India-New Zealand FTA activates 5,000-quota temporary work visa pathway for Indian professionals
India’s long-negotiated free-trade agreement (FTA) with New Zealand entered into force at 00:01 on 20 October 2026. A centre-piece of the pact is a brand-new Temporary Employment Entry (TEE) scheme that sets aside up to 5,000 three-year work visas at any one time for qualified Indian nationals. The quota covers high-skill sectors that New Zealand has struggled to staff—information technology, engineering, healthcare, construction and education—as well as culturally linked occupations such as yoga instructors and chefs. The arrangement is broader than a simple labour-shortage fix. Separate sub-streams facilitate (1) intra-company transferees for up to three years, (2) contractual service suppliers and independent professionals for up to 12 months, and (3) business visitors and equipment specialists for short stays of up to 90 days in any 12-month period. New Zealand has also scheduled commitments in 118 service sectors, giving Indian firms deeper market access for consulting, telecoms, tourism and financial services. For Indian corporates the scheme offers a predictable route to place staff in client sites or group entities without recourse to more restrictive residence categories. Unlike New Zealand’s Accredited Employer Work Visa, the TEE quota is insulated from annual salary thresholds and labour-market tests, although applicants must still meet health, character and qualification criteria. Employers should prepare project-specific justifications and keep documentation ready for Inland Revenue and Immigration New Zealand audits. Indian professionals should note that the visa does not count towards permanent residence; however, the three-year period can align neatly with secondment cycles and allows accompanying spouses open work rights under existing policy. Companies that already move talent under Australia’s Subclass 400 or Singapore’s Tech.Pass programmes may find the New Zealand TEE a useful addition to their regional mobility playbook. In the medium term, India’s commerce ministry expects the FTA to lift bilateral services trade from US $1.4 billion to over NZ$ 7 billion by 2030. Whether the full 5,000 quota is taken up will depend on how aggressively Indian firms bid for New Zealand contracts, but early interest from IT majors suggests the cap could be reached within the first year.
