Employment-Permit Lists Updated to Ease Housing, Health and Transport Skills Shortages
Ministers Peter Burke and Alan Dillon have confirmed 32 changes to Ireland’s employment-permit regime following a 12-month review. Six occupations—including Construction Planner/Scheduler and Geospatial Surveyor—move to the Critical Skills list, while nine more, such as Dental Hygienist and Steel Fixer, become eligible for General Employment Permits without quota. Two seafood roles obtain new quotas, and 15 existing quotas are renewed across hospitality and automotive trades. The Government will also draft amendments to relax the 50:50 rule capping non-EEA staff at half of an employer’s workforce, starting with exemptions for healthcare providers. For global mobility teams, the expanded lists unlock faster permit processing—typically four weeks for Critical Skills—making Ireland more attractive for capital projects tied to the National Development Plan. Companies should revisit workforce plans and identify roles now eligible for permits to mitigate local shortages.

Unions welcome targeted quotas but urge enforcement to prevent wage undercutting. The Department insists that minimum salary thresholds and labour-market needs testing remain intact.
