Hong Kong’s MTR Corporation halted all services on open-air sections of its network at 5:30 a.m. Sunday as the Hong Kong Observatory hoisted the No. 9 gale signal for Typhoon Noul. The suspension covered the critical Airport Express, Disneyland Resort Line, Light Rail network, all MTR feeder buses and—crucially for business mobility—the Guangzhou-Shenzhen–Hong Kong High-Speed Rail (HSR) link. HSR trains between West Kowloon and mainland hubs such as Guangzhou South, Shenzhen North and Shanghai Hongqiao were cancelled until at least 4:00 p.m. More than 190 cross-border services were pulled, stranding thousands of travellers at stations on both sides of the border and forcing many to resort to the slower East Rail Line or coach services via the Shenzhen Bay checkpoint. Inside the MTR system, tunnelled urban stretches continued at 15- to 18-minute headways, allowing limited commuting for essential staff, but platform crowding triggered intermittent entry controls at Admiralty and Central stations. Corporate emergency-response teams received MTR push alerts throughout the morning, enabling relocation‐management firms to reroute expatriates to serviced apartments closer to their offices. The government’s Inter-departmental Counter-Disaster Unit reminded foreign visitors that overstaying a visa because of suspended rail or air services is generally tolerated during “force majeure” events, but travellers must depart on the first available service once operations resume. Businesses with frequent-traveller programmes were urged to update duty-of-care systems: Global Distribution System (GDS) feeds for the HSR do not automatically push cancellation notices, meaning human resources teams need manual checks on the MTR and 12306 apps during extreme-weather periods.
