Bell Canada confirmed on 18 September that it has fully restored next-generation 911 (NG911) routing after a network failure disrupted emergency calls across six provinces—including Ontario, Quebec and Nova Scotia—during the early hours of 17 September. Most calls were automatically re-routed to back-up centres, but some mobile users reported busy signals and dropped connections. While the incident did not involve border infrastructure directly, mobility risk advisers say it underscores the importance of multi-channel emergency protocols for travelling staff and expatriates. Under Canada Occupational Health and Safety regulations, employers must ensure that remote or travelling workers can access emergency assistance; relying on a single 911 carrier connection may not be sufficient. Experts recommend that travel policies include alternate numbers for local police, fire and medical services, satellite-phone options in low-coverage regions and mobile apps capable of transmitting GPS coordinates over data networks even if voice lines fail. Companies should also educate foreign assignees on provincial variations in emergency services—for example, 811 health lines in Quebec—and encourage enrolment in municipal alert systems. Bell must file a detailed incident report with the Canadian Radio-television and Telecommunications Commission (CRTC) within 14 days. The regulator is expected to examine whether redundant routing met new NG911 resiliency standards that take effect nationwide in 2027.
