In a briefing published on the Ministry of Labour’s news portal on 5 October, authorities released the latest dashboard on ‘Minori Stranieri Non Accompagnati’ (MSNA), covering figures up to 31 August 2026. Italy currently hosts 23,042 registered unaccompanied minors, of whom 91 percent are males aged 15–17. Sicily, Lombardy and Emilia-Romagna absorb the highest numbers, jointly accounting for 52 percent of placements. The ministry announced an additional €30 million from the National Fund for Social Policies to expand specialised foster-care programmes and accelerate language-integration courses. The funding supplements €70 million already earmarked in July and responds to municipal warnings that reception facilities are nearing capacity. For employers, the data release is more than a demographic snapshot; minors who turn 18 while in care can transition to work permits under Article 32 of the Consolidated Immigration Act. Companies in hospitality and agrifood—sectors battling chronic labour shortages—often recruit from this cohort once residency permits are converted. However, bureaucratic delays and limited training slots have kept uptake below 15 percent. Labour-inspectors will pilot a fast-track pathway in Emilia-Romagna, pairing vocational courses with pre-contract ‘training visas’ similar to Germany’s Ausbildungsduldung. If successful, the model could roll out nationally next spring, offering businesses a new, socially responsible talent pool. Stakeholders welcome the transparency but urge the government to digitise the minor-tracking system, which still relies on monthly CSV uploads from prefectures. Better real-time data, they argue, will help align training capacity with upcoming Flow Decree quotas and reduce the risk of minors slipping into irregular status.
