A single day’s outage can push back appointment slots at prefectures by weeks, given the automated queueing system that timestamps each submission. October is historically one of the peak months for filings, as many applicants aim to secure protocol numbers before the year-end public-administration slowdown. In practical terms, naturalisation candidates whose 730-day processing deadline falls between 5 and 10 October should preserve screenshots of the portal notice to request a suspension of terms under Article 3 of Presidential Decree 362/1994. Employers sponsoring key managers for Italian passports—often a prerequisite for EU assignment mobility—should anticipate slippage in handover schedules and consider fast-track services at consulates abroad. The ministry has struggled with platform resilience since migrating to a cloud-first architecture last year; two previous outages in March and July each lasted more than 24 hours. Officials say the current maintenance will improve interoperability with the upcoming EU Digital Identity Wallet, which is expected to become mandatory for cross-border e-government services from 2027. While the upgrade promises smoother future filings, the immediate disruption highlights the single-point-of-failure risk in Italy’s digital-by-default migration strategy. Stakeholders are urging the ministry to publish an incident-response protocol and consider an offline contingency mechanism, such as temporary acceptance of certified-email (PEC) submissions.
