Just hours after approving a new foreign entrant, ANAC moved in the opposite direction for a domestic start-up: Portaria nº 20.138—also published on 7 October—makes public the voluntary suspension of the Air-Operator Certificate (AOC) held by Anivia Linhas Aéreas. The carrier, which launched charter operations out of Goiânia barely a year ago, requested the suspension amid what insiders describe as a liquidity crunch exacerbated by high leasing costs and a weak Brazilian real. Although Anivia’s current footprint is modest—three leased Embraer E-175s serving corporate shuttles for agribusiness clients—the suspension reverberates across Brazil’s already concentrated regional-aviation market. Passengers booked on Anivia’s upcoming charter sectors will need to be re-accommodated, and several corporate mobility teams have scrambled to arrange last-minute block-space agreements with Azul Conecta and Voepass. Under ANAC rules a suspended AOC may be reinstated within 180 days, provided the airline demonstrates financial fitness, updates safety-management documentation and pays any outstanding regulatory fees. However, lessors typically move quickly to reposition aircraft, making a rapid comeback unlikely. Industry analysts caution that the episode may cool investor appetite for ultra-niche start-ups, particularly those dependent on a single corporate customer base. For global-mobility managers this development serves as a reminder to build redundancy into domestic travel programmes—especially in Brazil’s interior, where road distances are vast and alternative flights scarce. Companies with expatriate staff in Goiás, Mato Grosso and the Federal District should review duty-of-care protocols and ensure travellers are automatically rebooked in the event of future operator failures. The bigger picture is that Brazil’s aviation regulator continues to wield its expanded oversight powers decisively, reinforcing the sector’s post-pandemic pivot toward financial sustainability and robust safety governance.
