Migration firm Kingsbridge Australia has confirmed that the Department of Home Affairs has lifted its two-month freeze on first-year Work and Holiday (subclass 462) visa lodgements for most capped countries. Scrutiny of the official country-cap webpage on 9 October shows 22 of 29 capped nations—including Argentina, Spain, Malaysia and Thailand—moved from “paused” to “open” status as of 2 October, without any ministerial announcement. Only Brazil, Mongolia and Papua New Guinea remain paused, while China, India, Vietnam and Indonesia continue on separate annual ballot systems. The original mid-August pause blindsided regional employers and youth-travel operators gearing up for the 2026-27 harvest and holiday seasons. Its reversal is equally opaque but offers immediate relief to labour-short sectors that had been scrambling for alternatives under the Pacific Australia Labour Mobility scheme. Visa agents report a spike in bookings from European and Latin American applicants who had put plans on hold. The reopening does not affect the government’s separate proposal—announced 17 September—to introduce a ballot for second- and third-year working-holiday extensions (subclasses 417/462) capped at 45,000 and 5,000 places respectively. Nor does it change eligibility criteria such as age limits, education requirements or the need for government-support letters. For global-mobility and workforce planners the episode is a reminder that operational settings can shift overnight. Companies relying on working-holiday labour should: a) verify country-cap status directly on Home Affairs’ site before recruiting; b) brief incoming staff on processing-time variability; and c) monitor forthcoming regulations on the second- and third-year ballot, which could restrict retention of experienced WHM workers. Stakeholders are also urging the department to improve transparency. “Policy by website edit creates needless uncertainty for employers and travellers alike,” said Kingsbridge director Dexter Lee, who called for formal communiqués when significant program changes occur.
