French-Language Express Entry Draw Issues Record 5,000 ITAs at CRS 435
IRCC’s third Express Entry draw of the week – held 16 October and published Monday – targeted French-language proficiency candidates and sent out 5,000 Invitations to Apply (ITAs). The Comprehensive Ranking System (CRS) cut-off was 435, 53 points higher than the previous French-language category round in August but still well below most Canadian Experience Class thresholds. The draw brings October’s ITA count to 11,752 across four rounds (PNP, CEC, Trades and French). For employers, the wave of French-speaking invitations is strategically important: a federal ITA eliminates provincial nomination requirements and shortens the landing timeline, helping retain bilingual staff who might otherwise consider Quebec or France-bound employer mobility programs. Although category-based draws have injected volatility into CRS cut-offs, IRCC data show that French speakers landing through Express Entry post stronger early labour-market outcomes than other economic streams, earning on average 12 % more after five years. The department signaled earlier this year that it would maintain a 4.4 % Francophone admission target outside Quebec – a goal Ottawa has missed every year since 2023. Global companies with French-speaking assignees should update talent-retention forecasts: the combination of an ITA and a bridging open work permit can lock key personnel into Canadian operations for the long term. HR teams should also remind candidates that language test results must be less than two years old on the date the e-APR is filed, and that police certificates for countries lived in six months or longer are mandatory even for intra-company transferees. Looking ahead, policy watchers expect IRCC to release final 2027–2029 immigration targets by 1 November. If the department follows 2026 patterns, bilingual draws are likely to remain a fixture, but cut-offs could rise if back-end inventory climbs.
