Citizenship language-testing plan could strain adult-English sector, Trinity research warns
A briefing released by Trinity College Dublin on 21 October argues that the Government’s proposal to introduce mandatory language tests for citizenship applicants risks overwhelming Ireland’s already stretched ESOL (English for Speakers of Other Languages) infrastructure. Researchers note that there is no statutory entitlement to free language tuition for migrants, unlike in many EU states, meaning demand would shift to fee-paying courses. The study draws on comparative analysis of 11 Western-European countries and finds that citizenship language policies often reflect political pressures more than integration outcomes. In Ireland, where one in eight residents was born abroad, the authors caution that “ill-designed requirements could become a de-facto wealth barrier to naturalisation”. Providers such as City of Dublin ETB already report waiting lists of up to six months for evening ESOL classes. Introducing a B1-level oral exam, as mooted in a Department of Justice consultation last summer, would add thousands of candidates per year with no clear funding mechanism. For global-mobility programmes, the change could affect long-term retention strategies. Many senior assignees aim for Irish citizenship after five years to secure EU-wide mobility; higher costs or limited test availability may discourage them. The authors recommend phased implementation, government-funded vouchers and reciprocal recognition of university-level study taught in English, similar to the UK’s exemption model.
