Just over five years after the BN(O) humanitarian pathway opened, the UK Home Office has confirmed that 670 Hong Kong citizens have already progressed from the five-year visa stage to Indefinite Leave to Remain (ILR), the UK’s permanent-residence status. The figure, released on 28 February 2026, marks the scheme’s transition from mass arrivals to long-term integration.The milestone is symbolically important because ILR holders are exempt from future immigration fees and are only one year away from full British citizenship. Immigration advisers say the data will help employers model their workforce planning: once an assignee acquires ILR, intra-company transfer costs fall sharply because the employee is no longer tethered to visa-compliance rules.The Home Office report also shows application volumes easing—down 18 % year-on-year—as the “pent-up demand” phase subsides. That slack is partly offset by February’s eligibility expansion for adult children, but mobility managers should still expect a plateau rather than another spike in relocations.In practical terms, HR teams with BN(O) transferees who arrived in 2021 should begin ILR briefing sessions now. Applicants must pass the “Life in the UK” test, meet the English-language requirement at B1 level and maintain continuous residence with no more than 180 days’ absence per year. Companies that cover those costs in their global-mobility policies could reap loyalty dividends as the route matures.
