As of 1:00 a.m. ET on 5 June 2026, most visa-exempt foreign nationals travelling by ferry or private vessel from France’s nearby territory of Saint-Pierre-et-Miquelon (SPM) to Canada must hold an electronic Travel Authorization (eTA). IRCC announced the change after border officials detected attempts to bypass pre-arrival screening by entering via the short Fortune, NL–SPM sea route. Previously, the eTA requirement applied only to air arrivals, leaving a loophole for travellers who boarded the SPM ferry after transiting through France without screening. The new rule aligns maritime arrivals with aviation, allowing authorities to vet passenger data against security and immigration watchlists before departure. Exemptions remain for French citizens resident in SPM who travel directly to Canada, cruise-ship passengers and crew, and U.S. citizens or U.S. permanent residents, all of whom already undergo separate vetting. Entry requirements for visa-required nationals are unchanged. For companies that rotate personnel through Atlantic Canada’s offshore energy, fisheries and tourism sectors, the amendment means additional lead-time—IRCC estimates most eTAs are approved within minutes but recommends applying 72 hours in advance. Tour operators running summer excursion packages between Newfoundland and SPM must update booking systems to capture passport details and eTA numbers. Failing to obtain an eTA could result in denied boarding at SPM or refusal of entry by the Canada Border Services Agency, disrupting business travel and seasonal staffing. Corporate mobility teams should audit travel-approval workflows to ensure the new maritime leg is covered under existing eTA compliance checks.
