Immigration, Refugees and Citizenship Canada (IRCC) conducted Express Entry Draw #444 on September 16 2026, inviting 250 candidates in the new “Senior Managers with Canadian Work Experience” stream. The Comprehensive Ranking System (CRS) cut-off was only 389, the lowest for any senior-manager draw this year. The draw is part of IRCC’s category-based selection strategy, which allows Ottawa to issue invitations to candidates who meet specific occupational or language criteria instead of running purely all-program or class-based rounds. Senior managers in finance, communications, engineering, HR and other NOC 0 leadership roles have been flagged as critical to Canada’s productivity ambitions as the country tries to offset a shrinking domestic leadership pipeline and looming succession gaps in key industries. For corporations, the lower CRS threshold means executives already on temporary work permits in Canada can realistically transition to permanent residence without waiting to clear the high cut-offs typical of general draws. Employers should review internal mobility pipelines and encourage qualifying talent to enter the Express Entry pool quickly; IRCC data show 226,793 active profiles competing for invitations. Immigration practitioners note that the new stream requires at least one year of full-time Canadian work experience in a NOC 0 senior-management occupation. Candidates who have recently moved into such roles should update their profiles promptly, as the tie-breaking rule for this draw was September 1 2026. The next category-based round could target a different executive function or pivot back to STEM and health-care occupations.
