The announcement translates the nationwide ceilings—4,500 B-permits and 4,000 L-permits for third-country talent—into concrete numbers for Switzerland’s largest economic hub. Separate ceilings have again been set for UK citizens (a Brexit legacy measure), while EU/EFTA nationals remain largely exempt from quotas unless seconded for more than 90 days. Companies must draw on these limited permits to hire specialists such as software engineers, quantitative analysts and senior managers from outside Europe. Quotas are released quarterly, and Zurich can apply for supplementary numbers if economic needs warrant. In 2025 the canton exhausted its L-permit allocation by October, forcing several firms to postpone assignments; HR leaders therefore welcomed the early clarity for 2026 planning. The cantonal labour office reiterated that applications will continue to be assessed against labour-market tests, salary-benchmark requirements and proof of priority for domestic and EU/EFTA workers.
