Eight months after it was flagged to Parliament, the Home Office’s Statement of Changes HC 584 took effect on 8 October 2026, rewriting more than 20 parts of the Immigration Rules. The revisions touch almost every route used by employers and international assignees—from Skilled Worker to Global Business Mobility and Government Authorised Exchange. Headlines for business include a new "modern slavery safeguard" that prevents sponsors from withdrawing Certificates of Sponsorship where the worker has been identified as a potential victim; streamlined switching provisions that mean varying an in-country application no longer resets biometric requirements; and the long-trailed return of Erasmus+ activities to the Visitor and Permitted Paid Engagement frameworks, opening a compliance-light pathway for short-term academic exchanges. For employers, the most immediate operational impact is the expansion of ‘Part Suitability’ refusal grounds to sponsored routes: sponsors must now certify that any worker earning under the median UK salary is not at risk of exploitative conditions. Meanwhile, family-route applicants gain clearer rules on private-life settlement and a discretionary fee-waiver mechanism, but only where destitution is evidenced up-front. Immigration lawyers warn that the sheer volume of cross-references—more than 400 paragraphs have been renumbered—creates a short-term risk of mis-filing or citing superseded provisions in ongoing cases. Corporates are therefore urged to update template assignment letters, digital checklists and employee guidance immediately, and to retrain HR teams on the new Appendix Visitor, Appendix Skilled Worker and revised suitability tests. Practically, businesses with pending CoS allocations that relied on the previous salary tables should revisit those requests; applications submitted on or after 8 October will be assessed under HC 584’s higher thresholds. UKVI says any ‘in-progress’ applications that become invalidated by the new rules will be placed on hold for seven days to allow applicants to upload missing evidence rather than being refused outright. That concession, however, will not be written into the Rules and could be withdrawn without notice.
