Top Talent Pass Scheme Evolves From Talent Attraction to Economic Contribution
Four years after its launch, Hong Kong’s Top Talent Pass Scheme (TTPS) is entering what practitioners call “Phase 2.” A practice note issued on 12 October by immigration consultancy Hong Kong Visa Centre says Immigration Department case officers are placing greater weight on applicants’ concrete economic contribution rather than their academic pedigree alone. Under the revised internal guidance, first-time TTPS applicants who graduated from the world’s top 100 universities must now submit a “Hong Kong Development Plan” outlining how their expertise will create local jobs, transfer technology or expand the tax base within two years. Renewal applicants, meanwhile, are required to show evidence of income tax filed in Hong Kong or a business registration backed by audited accounts. The shift follows Chief Executive John Lee’s 2026 Policy Address, which revealed that more than 100,000 TTPS visas had been granted but only 65 percent of holders had taken up employment in Hong Kong. Critics warned that the scheme risked becoming a passive residence permit rather than a catalyst for growth. For employers, the tighter renewal criteria make it more attractive to sponsor high-potential candidates directly under the General Employment Policy to ensure alignment between payroll records and visa validity. Mobility managers should also prepare staff for lengthier document requests—such as MPF contribution statements—when filing the first two-year extension. Immigration lawyers expect formal amendments to the TTPS Guidebook by year-end, potentially including a scaled points system for start-up founders and a claw-back clause for idle visa holders. Until then, applicants are urged to keep meticulous proof of economic activity to avoid rejection at renewal.
