Cross-Party Alberta Ex-Premiers Urge ‘No’ on Immigration Referendum Questions
Alberta voters will cast ballots today on 10 referendum questions, five of which target immigration rules and newcomer access to provincial services. In a rare show of cross-party unity, former premiers Alison Redford (Progressive Conservative), Rachel Notley (NDP) and Ed Stelmach (PC) published a joint op-ed in the Calgary Herald and Edmonton Journal urging a blanket ‘No’ vote on every immigration question. Premier Danielle Smith’s United Conservative government says the measures – which include charging some non-permanent residents premiums for health care and requiring a 12-month residency period before newcomers can access social benefits – are necessary to ease pressure on provincial budgets. The ex-premiers counter that the proposals would deter international talent and jeopardise Alberta’s reputation as an open, business-friendly jurisdiction. Business councils and tech-sector associations have echoed the warning, noting that 32 % of Alberta’s recent population growth comes from inter-provincial and international migration. Introducing service fees for temporary residents could complicate employment-offer negotiations and push skilled workers toward British Columbia or Ontario. Though the questions are non-binding, a ‘Yes’ majority would give the provincial government political capital to press Ottawa for greater immigration control, similar to Quebec’s negotiated powers. For relocation planners, the vote outcome could foreshadow future eligibility hurdles, cost-sharing arrangements or even new provincial compliance audits tied to health-insurance premiums. Advance voting closed on 17 October, with more than 600,000 ballots cast. Results are expected late tonight. Regardless of the tally, employers should prepare for messaging to current foreign workers, who may be confused about immediate impacts. For now, nothing changes: eligibility for Alberta Health Care Insurance Plan coverage and public-school access remains federally standardised.
