Policy Radar: Kyrgyzstan and Vietnam Added to China’s 240-Hour Visa-Free Transit List
Think-tank China Policy Guide flagged an update on 23 October confirming that Kyrgyzstan and Vietnam were quietly added on 20 August to China’s 240-hour Transit-Without-Visa (TWOV) scheme. Their inclusion brings the roster to 57 countries and extends eligibility to all ten ASEAN members, cementing Beijing’s push for deeper regional integration under the Lancang–Mekong and Belt-and-Road frameworks. Under the TWOV programme, qualifying travellers with onward tickets may enter through any of 65 designated ports—including major airports, selected seaports and several land crossings—and stay in a limited geographic area for up to ten days. No prior paperwork is required, but accommodation registration and exit within the time-limit are strictly enforced; overstays incur fines of RMB 10,000 and potential entry bans. For multinational companies, the greatest benefit lies in rapid-response mobility. Engineers from Ho Chi Minh City can now fly into Shenzhen or Kunming on short notice to trouble-shoot supply-chain issues without waiting for a business visa, while Bishkek-based IT teams can stage through Urumqi for joint ventures in western China. Mobility managers should update travel-approval workflows to flag when a transit waiver suffices versus when a full visa remains obligatory (paid work, journalism, study or stays beyond ten days). The catch is that travellers must continue to a third country, so a Vietnam–China–Vietnam loop still needs a visa. Airlines are already promoting triangular fares—e.g., Ho Chi Minh City → Shanghai → Seoul—to exploit the exemption. Corporations should review duty-of-care protocols to ensure employees understand the routing requirement and possess printed tickets for the onward segment to present at check-in. Observers expect China to expand the transit list further before the 2027 Asian Winter Games in Harbin, with Colombia and Türkiye rumoured as next candidates. Businesses with multi-country project flows should monitor announcements closely, as TWOV can cut lead times from weeks to hours when mobilising staff.
