Negotiators from New Delhi and Brussels have reached an in-principle agreement on a comprehensive “India–EU Mobility Pact,” according to sector platform TerraTern. The text, initialled on 24 April, is expected to be signed at the 16th India-EU Summit later this year and will knit together a patchwork of bilateral deals India already has with Germany, France, Portugal and others. Key provisions include streamlined work-visa quotas for Indian professionals in high-skill sectors, mutual recognition of qualifications in engineering and healthcare, and a fast-track residence-permit pathway for STEM graduates. EU member states would retain the right to set annual caps but must reserve dedicated slots for Indian applicants, mirroring the UK’s Graduate Route. Demographic analysts note that Europe faces a shrinking workforce; by 2030 the EU is projected to be short of 3.5 million tech workers. India—adding roughly 10 million workers a year—sees the pact as a strategic outlet for its talent surplus while deepening geopolitical ties amid supply-chain realignments. For multinational companies, the biggest win is regulatory predictability: assignees could move between multiple EU sites without reapplying for a local permit, provided they complete a 12-month cooling-off period. Universities stand to attract more Indian students if post-study work rights are harmonised. Still, the agreement faces ratification hurdles in at least 10 EU capitals and could be watered down by domestic politics around immigration. HR leaders should therefore plan for pilot quotas in 2027 rather than bank on immediate large-scale deployments.
