On 14 October, mobility consultancy Target Relocation released an updated six-step guide explaining how foreign employees can generate and use Brazil’s Carteira de Trabalho e Previdência Social (CTPS) in its digital format. Although the digital CTPS has been mandatory for most employers since 2021, many HR teams remain uncertain about procedures for assignees who enter Brazil with temporary work visas. The guide walks employers through linking the worker’s CPF to the Ministry of Labour and Employment (MTE) database, validating immigration status through the Federal Police’s SINCRE system and ensuring that digital entries match information in the e-Social payroll platform. It also explains how refugees and Mercosur nationals can use protocol numbers in lieu of a Residence Card while waiting for final documents. Compliance is critical because labour inspectors now cross-reference CTPS records with immigration databases in real time; discrepancies can lead to fines of up to R$ 3,000 per employee. The guide therefore recommends aligning start-dates in employment contracts with the validity of the visa and using the “observations” field in the app to note any judicial work-authorisation orders. For multinational companies ramping up hiring under Brazil’s new digital-economy visa categories, streamlined CTPS processes reduce onboarding time and support payroll accuracy. Target Relocation’s checklist is already being adopted by several Fortune 500 HR departments operating shared-service centres in São Paulo and Recife. Given that the MTE is expected to phase out exceptional issuance of paper CTPS booklets by January 2027, staying ahead of the digital curve is becoming a critical element of assignment planning and compliance in Brazil.
