The Home Office has laid Statement of Changes HC 584 before Parliament, triggering one of the most wide-ranging rewrites of the UK Immigration Rules since the post-Brexit system launched in 2021. Scheduled to take effect in staged phases between 8 October and 9 December 2026, the package is designed to prepare Britain for full association with the EU’s Erasmus+ academic exchange programme from 2027 and to plug several policy gaps that have frustrated employers and migrants alike. For corporates the headline reform is a new visitor permission that explicitly authorises Erasmus+ participants to undertake short-term study, job-shadowing and coaching in state-funded schools and academies for up to six months. The Government Authorised Exchange route is being amended so that universities and multinational companies can second overseas staff to the UK on Erasmus-linked training assignments without triggering Skilled Worker sponsorship—a concession expected to benefit around 60,000 visitors a year. Sponsors should review their compliance handbooks now to ensure Certificate of Sponsorship (CoS) allocations match the new activities. Parallel humanitarian measures grant Skilled Worker migrants who are confirmed victims of modern slavery freedom to work for any employer for the remainder of their leave—closing a loophole that previously trapped exploited staff with abusive sponsors. The domestic-abuse concession is widened so adult dependent children can qualify for independent settlement, a change the Home Office estimates will help up to 447 people annually. Significant tweaks are also made to the EU Settlement Scheme (EUSS). Pre-settled status holders who narrowly miss residence requirements will no longer face automatic cancellation where removal would be disproportionate, while first-time joining family members gain a clearer three-month application window. For Hong Kong BN(O) families, dependent children will be able to settle at the same time as their parents without completing five years’ residence. Finally, international students should budget for higher maintenance thresholds from 30 November 2026, aligned with domestic student loan levels. Universities must update admission letters quickly, or risk refusals at the visa stage. HR, mobility and talent teams are advised to audit assignment templates and intranet guidance well before the autumn commencement dates.
