Logistics software provider Riege Software has alerted customers to a “partial restriction” in Switzerland’s E-DEC and PASSAR electronic customs platforms. The incident, posted at 06:25 UTC on 20 October 2026, means exporters may be unable to download certain supporting documents needed to finalise outbound declarations. The Federal Office for Customs and Border Security (FOCBS) is investigating and advises freight forwarders to contact its service desk for contingency procedures. PASSAR became the mandatory channel for export declarations in June 2026. Any downtime can strand high-value goods at warehouses and airports, forcing forwarders to fall back on manual “fallback” submissions approved by FOCBS. Early reports from Zurich Airport cargo handlers indicate processing times have doubled for flights departing before noon. The glitch highlights the pressure on Swiss customs to stabilise the two-year-old system ahead of the November peak shipping season. Failure to retrieve stamped export proofs can delay VAT reclaim filings and create cash-flow issues for exporters. Multinationals are instructing mobility staff to build longer lead times into temporary shipments of equipment and exhibition material. FOCBS maintains a dedicated status page and urges declarants to check for green lights before lodging large batch files. Riege says it will push SMS alerts once the incident is resolved.
