With Brussels giving Cyprus a largely positive technical report card, the island’s bid to join the EU’s passport-free Schengen Area has entered the political end-game—but two long-standing anomalies still stand in the way. According to diplomatic notes seen by Kathimerini, EU member states told Cypriot envoy Philippa Karsera in Brussels last week that they need legal clarity on (1) how people will be checked when crossing the UN-patrolled Green Line and (2) how controls will work at entry points located inside the British Sovereign Base Areas of Akrotiri and Dhekelia. Both issues flow from Cyprus’ unique circumstances: the de facto partition of the island since 1974 and the presence of UK military bases that are outside EU jurisdiction. EU lawyers want a binding instrument to ensure that the Green Line does not become a back door for irregular migration into Schengen and that checks in the Bases are upgraded to match Schengen standards. Nicosia has already met 120 technical milestones, from biometric passports to the SIS-II information system, and has secured vocal support from countries such as Italy, Greece and Spain. But The Hague and Vienna—whose objections delayed Bulgaria and Romania for more than a decade—have yet to be convinced. Cyprus is therefore launching a targeted diplomatic offensive aimed first at the Netherlands, seen as the toughest sceptic. The Christodoulides government wants either full accession or a firm date before the February 2028 presidential election, hoping that visa-free travel will resonate with voters and consolidate Cyprus’ position at the EU’s core. Businesses are watching closely: Schengen membership would eliminate systematic passport checks on flights to most of Europe, cutting travel time and compliance costs for Cypriot-based multinationals and frequent flyers. Until the legal quirks around the Green Line and the Bases are resolved, however, political unanimity remains elusive. Companies should prepare for at least another year of parallel regimes—Schengen-style entry rules at seaports and airports, but Green-Line controls that remain outside the zone—before a final Council vote can be scheduled.
