
In the early hours of 8 October 2026, the Swiss Parliament completed its final vote on bill 20260045, amending the Foreign Nationals and Integration Act (AIG). The reform, years in the making, does two things that matter to employers with international workforces. First, it grants people living in Switzerland under temporary protection—currently more than 70,000 Ukrainians with Status S—the right to change canton once they have a job contract of at least twelve months and are no longer on social assistance. Mobility across cantonal borders was previously possible only in exceptional cases and often slowed hiring decisions for companies outside the initial host canton. Second, the bill introduces a streamlined permit route for third-country nationals who earn a Swiss degree or Federal VET Diploma. Graduates will be able to take up skilled employment without the usual labour-market priority test, provided the role matches their qualification and pays market wages. This aligns Switzerland with EU talent-attraction schemes and responds to industry lobbying from the IT, engineering and healthcare sectors, all battling chronic skills shortages. For HR and mobility managers the practical next steps are clear. Cantonal migration authorities now have six months to adapt their online portals; SEM is expected to publish standardised application forms by January 2027. Employers should revisit assignment policies, particularly for trainees converting to permanent contracts, and prepare for higher intra-Swiss moves of protected persons—a relocation cost that was previously off the table. Politically, the vote sends a pro-business signal amid ongoing talks with the EU on the Bilateral Agreements III package. Critics from the right-wing SVP warned of “pull-factor” risks, but the bill passed with a comfortable majority, reflecting cross-party recognition that demographic headwinds leave little alternative to targeted, skills-driven immigration.
