The Federal Office for Customs and Border Security (FOCBS) has published new operating instructions dated 8 October that will fundamentally change goods clearance on the St-Gallen/Liechtenstein stretch of the Swiss–Austrian border from 1 October 2026. Under the plan—part of Switzerland’s wider Passar 2.0 digital-customs programme and Austria’s parallel Smart Border initiative—three smaller crossings (Diepoldsau, Kriessern and Oberriet) will cease to be permanently staffed. Commercial importers and exporters using those points must switch to fully digital, automated declarations; transactions that still require a physical counter will be redirected to the larger Schaanwald, Au or St. Margrethen posts. FOCBS says the consolidation will free resources for risk-based inspections and cut border-waiting times for compliant traders. Economic operators will have six months to test the new procedures, with detailed import and export process maps provided in annexes to the circular. The notice also introduces extended opening windows for 24-hour self-service clearance lanes and outlines emergency protocols should automated systems fail. Logistics firms in eastern Switzerland welcomed the clarity but warned that smaller hauliers must upgrade IT systems quickly to avoid last-minute bottlenecks. Multinationals with high shipment volumes plan to integrate Passar APIs directly into their ERP systems for real-time release codes. Companies transporting goods subject to veterinary or phytosanitary checks must still book appointments at designated inspection sites, although FOCBS hinted that digital pre-clearance for those consignments will follow in Passar 3.0. For mobility managers the message is clear: driver training on the "Periodic" smartphone app and new QR-code transit documents should be scheduled well ahead of the October switchover. Cross-border staff accustomed to ad-hoc paperwork at smaller posts will need to adapt to remote authorisations or reroute to a manned facility. Failure to comply could lead to delays, fines and—in worst-case scenarios—the seizure of goods under Switzerland’s strict customs code.
