Huanggang Port reopens as Greater Bay Area’s first 24-hour co-located checkpoint
Hong Kong and Shenzhen formally inaugurated the redeveloped Huanggang Port on 11 October, unlocking round-the-clock passenger and vehicle clearance just hours before the facility opens to the public at 06:30 on 12 October. Chief Executive John Lee described the HK$30-billion upgrade as a “landmark of hard and soft connectivity” in the Greater Bay Area (GBA). The project merges the old Lok Ma Chau / Huanggang crossing into a single, modern terminal designed for 200,000 daily traveller movements—expandable to 300,000 once the MTR Northern Link Spur Line is completed. Unlike traditional crossings where travellers queue twice, Huanggang adopts a collaborative inspection and joint-clearance model. Travellers complete Hong Kong and Mainland formalities at a single counter, reducing processing time from around 30 minutes to under five. Electronic channels with facial recognition, automated vehicle kiosks and shared intelligence systems underpin the new workflow; the Immigration Department says it has tested the systems with 100,000 dummy clearances since July. For business, the 24-hour arrangement is expected to re-shape same-day corporate travel inside the GBA. Cross-boundary shuttle operators are adding late-night frequencies, and logistics firms have flagged interest in switching high-value, time-critical freight from air to road. Multinationals with factories in Dongguan told the Hong Kong General Chamber of Commerce that the crossing could shave “half a day” off sample delivery cycles, supporting just-in-time production. The checkpoint also embodies policy alignment. Hong Kong’s First Five-Year Plan, released last month, pledges deeper border-management integration. Mainland authorities have reciprocated by granting Huanggang pilot status for a mutual recognition e-visa lane aimed at foreign business travellers; the lane will start with invite-only trials in November. Authorities will monitor security via a joint operations centre staffed by Hong Kong Police, Immigration, Customs and Shenzhen officials. Analysts caution that success will depend on transport links to the rest of Hong Kong. Work on the Northern Link Spur Line is not due to finish until 2030, and current bus capacity peaks at 140,000 seats per day. The Transport and Logistics Bureau says a temporary fleet of 80 electric coaches will bridge the gap during peak festivals, while private-car quotas will be tightly managed to avoid congestion on the Fanling Highway.
