Senior Labour figures spent the weekend attempting to water-down home secretary Shabana Mahmood’s flagship immigration reforms after a fresh wave of back-bench opposition erupted. The draft rules—currently out for consultation—would double the qualifying period for Indefinite Leave to Remain (ILR) from five to ten years for almost every visa category. Because settled status is the gateway to permanent residence and, ultimately, citizenship, the change would dramatically lengthen the time highly-skilled staff, intra-company transferees and their families must wait before putting down permanent roots in the UK. According to briefings seen by the Guardian, a cross-departmental group of ministers is pressing Downing Street to carve-out public-sector workers and migrants already in the UK from the retrospective element of the plan. More than 100 Labour MPs have signed a letter warning that retrospective application would "punish hardworking migrants" and risks alienating key constituencies that swung behind Labour in 2025. Critics inside government argue that a blanket ten-year rule could deter NHS consultants, fintech engineers and other globally-mobile talent who choose the UK precisely because it traditionally offers a transparent five-year settlement track. Business groups have quietly echoed those concerns. The Confederation of British Industry says the proposals would "move the goalposts" for staff already in the pipeline, forcing companies to pay for at least two extra visa renewals (around £8,000 in fees and health surcharges for a family of four). Global mobility managers fear that longer timelines will complicate succession planning and make the Skilled Worker route a harder sell compared with EU Blue Cards or Canada’s Express Entry. Home Office sources insist the government will still "double the route to settlement" but hint that limited exemptions are on the table. A final policy statement is expected before Parliament rises for the summer recess. In the meantime, employers are advised to audit affected employees, budget for additional extension costs and factor a possible ten-year horizon into talent-acquisition strategies.
