1 July 2026 marked a fundamental change in Czech labour administration: employers are now legally obliged to file an electronic ‘pre-start’ registration for every new employee—Czech, EU or third-country national—no later than the minute before that person begins work, and no earlier than eight days in advance. Until now, the rule applied only to foreign workers.

The registration must be submitted via the ČSSZ’s Unified Monthly Employer Report (JMHZ) service on the ePortal. Failure to do so is an administrative offence carrying fines of up to CZK 50 000. For assignees and transferees, the rule is especially important because social-insurance registration is a prerequisite for activating employee cards and Blue Cards. Global-mobility managers should review onboarding check-lists to ensure that HR or an external payroll provider files the pre-start entry before laptops or site passes are issued. Employers accustomed to batch processing on start-day mornings must now move that step forward. The ČSSZ says its API allows automatic triggering from HRIS systems; implementation guides have been published for SAP and Workday connectors. Immigration advisers note that foreign police have begun cross-checking labour inspections against the ČSSZ database; a missing pre-start entry can complicate renewal of residence permits. Companies are therefore urged to brief line managers on the stricter timeline and to archive electronic confirmations.
