The Commander, Vice-Admiral Sir Tim Lawrence, credits a £180 million technology upgrade with reducing secondary-line referrals at major airports by 12 % and cutting average freight-container inspection times at Felixstowe from 42 to 28 minutes. A new ‘digital twin’ of the border, developed with the Alan Turing Institute, allows scenario simulation for events such as airline strikes or a disease outbreak. For employers, the most immediate effect will be rollout of the ‘Smart Arrivals’ programme to Tier 2 airports including Newcastle and Bristol this autumn. The system integrates visa and passenger locator data so that carriers receive ‘board/no-board’ decisions minutes after check-in closes, reducing the risk of fines for ferrying inadmissible passengers. The report also signals tougher civil penalties: carriers that present passengers without valid eVisas could face fines of up to £15,000 per person from January 2027, up from the current £2,000. Industry lobby Airlines UK says it supports the principle but wants a six-month transition period. Opposition MPs welcomed transparency but questioned why Border Force still relies on paper landing cards at five regional airports. The Home Office insists full digitisation will be complete by July 2027.
