In a further step to digitise labour-market governance, MoHRE on 23 July issued a comprehensive guide that threads health-insurance verification directly into the electronic issuance and renewal of work permits. The 18-page document, released via the WAM news agency, restates that no permit may be finalised unless the worker’s insurance data – policy number, coverage level and validity – is confirmed in the ministry’s back-end systems. The clarification comes after fragmented implementation across emirates since the nationwide mandatory health-insurance roll-out concluded in early 2025. By codifying the checks, MoHRE hopes to close compliance gaps that left some workers briefly uninsured between job changes. For employers the immediate impact is procedural: HR teams must sync renewal calendars for insurance and work permits, ensuring no lapses. Insurers and third-party administrators will need robust API connections to MoHRE databases to prevent rejection errors. Mobility vendors handling bulk permit renewals should audit their client portfolios to flag mismatched expiry dates. The guide also reinforces worker protections: policies cannot be cancelled mid-term, and companies may not deduct premiums from wages. Violations trigger fines and – critically for senior managers – automatic travel bans until discrepancies are rectified, mirroring penalties in the Wage Protection System. With the UAE positioning itself as a talent hub, the move signals a pivot from reactive enforcement to preventative, data-driven compliance – a trend global mobility professionals should expect to see replicated in other GCC jurisdictions.
