India and Switzerland sign Migration & Mobility Partnership, launch Young Professionals Exchange
India and Switzerland on 5 October 2026 concluded a landmark Migration and Mobility Partnership Agreement during Swiss President Guy Parmelin’s state visit to New Delhi. The pact is designed to make it easier for Indian students, researchers and professionals to spend extended periods in Switzerland while giving Bern a structured mechanism to curb irregular migration. Under the agreement, both governments will issue multiple-entry visas valid for up to five years that allow stays of six months at a time. It also streamlines short-term work authorisations and introduces a fast-track lane for intra-company transfers—an important win for the 330-plus Swiss firms operating engineering, pharmaceutical and precision-manufacturing facilities in India, and for the growing number of Indian IT and life-science companies with offices around Zurich, Basel and Lausanne. A separate Young Professionals Exchange Scheme was inked alongside the main pact. Initially capped at 300 participants from each country per year (with a possible increase to 500), the scheme lets graduates under 35 take up 12-month paid placements in order to acquire language and industry skills that can later be brought back to their home market. Similar bilateral youth-mobility schemes with Germany and France have proved popular, and placement agencies predict strong demand from India’s STEM graduates seeking European exposure without committing to a full immigration pathway. For multinational mobility managers the combined agreements provide a formal legal basis for staff rotation between Indian and Swiss entities, reducing reliance on short-term business visas that often fall into grey legal areas. HR teams should, however, build in lead-time: the two governments still have to publish implementing rules that will spell out quotas, minimum salary thresholds and health-insurance requirements, expected by December. Companies have also been advised to review posted-worker obligations in Switzerland’s 26 cantons, which maintain their own labour-inspection regimes. Strategically, Delhi views the deal as complementary to the Trade and Economic Partnership Agreement (TEPA) between India and the European Free Trade Association that entered into force last week. Prime Minister Narendra Modi said the mobility pact will “translate market access into talent access”, with the government targeting USD 100 billion in Swiss investment and one million direct jobs in India over the next 15 years. Mobility practitioners should therefore expect more such talent-corridor agreements as India embeds labour chapters into future trade deals.
