The mood was upbeat about recruitment pipelines, but sober about keeping people in the country: as one speaker put it, “Finland sends the invitation but forgets to keep the party going.” Panelists from the City of Helsinki, engineering union TEK and non-profit The Shortcut warned that tightened immigration rules—shorter unemployment grace periods, stricter family-reunification income thresholds and the forthcoming citizenship test—are creating uncertainty. Combined with the EU’s highest unemployment rate and language-barrier frustrations, international professionals risk “voting with their feet” after just a few years, delegates heard. Several companies showcased practical retention measures: Orion is piloting spouse employment programmes; Kone is rolling out Finnish-language accelerators; and mobile-gaming studio Supercell offers relocation mentors who guide newcomers through healthcare, housing and daycare bureaucracy. Municipalities, now responsible for integration under the 2025 Integration Act, demonstrated digital one-stop shops that bundle residence permit renewals with job-matching and social-service advice. The conference called on the government to align its ambitious talent-attraction marketing with immigration policy. Recommendations included extending job-seeker grace periods for laid-off permit-holders to 12 months, speeding up permanent-residence processing and investing in English-language vocational education. For global mobility managers the takeaway is clear: retention strategies must go beyond salary packages to include legal stability, family support and community-building.
