Customs authority mandates high-resolution scanners for imported vehicle parts
The Federal Revenue Service’s Customs Administration Co-ordination (COANA) published Portaria 212 on 14 October, setting minimum technical standards for X-ray and gamma-ray scanners used to inspect containers and vehicle parts at Brazilian ports and land borders. Although aimed primarily at cargo safety, the measure intersects with global-mobility supply chains by expediting clearance of household goods and project cargo. The portaria requires equipment capable of detecting hidden compartments, anomalous densities and aftermarket modifications—an industry first for Latin America. Systems must integrate with the Single Window for Foreign Trade (Portal Siscomex) to automate risk-management flags. Importers have 90 days to certify existing scanners or contract new units. Relocation firms that ship personal vehicles for assignees will benefit from faster, more predictable inspections once the new technology is live, but they must budget for higher terminal handling charges as operators pass on capital costs. COANA argues that the investment will cut inspection times by 30 % and reduce pilferage, which last year cost insurers R$ 120 million. The regulation dovetails with ANAC’s parallel push for better airport scanning, signalling a whole-of-government approach to supply-chain security ahead of Brazil’s likely entry into the Global Entry reciprocal-screening programme with the United States in 2027. Companies moving staff and goods should review their freight-forwarder contracts to ensure compliance with the new imaging-resolution and data-integration clauses, avoiding border delays that could cascade into project-start postponements.
