Professional services firm BDO used the first business day after 1 July changes to publish a detailed advisory for Australian employers sponsoring overseas talent. The memo, released 7 July, notes that most Visa Application Charges jumped by roughly a quarter when Home Affairs registered the Legislation Amendment (2026 Measures No. 1) Regulations without separate budget line-items. BDO migration partner Rebecca Thomson says the immediate impact is a AUD 1,200-plus increase for popular employer pathways such as the Employer Nomination Scheme (subclass 186) and Skills in Demand (subclass 482) visas. Coupled with the new AUD 79,423 Core Skills Income Threshold, organisations face materially higher “cost-to-hire” figures. Sectors that lodge bulk nominations— aged-care chains, regional hospitals, hospitality groups— could see six-figure cost escalations over a 12-month hiring cycle.

For mobility managers, the paper sets out a checklist: update internal cost models, brief finance teams on higher accruals, review Skilling Australians Fund levy obligations, and ensure payroll systems can accommodate the higher salary floor. Thomson predicts that as visa charges become a non-trivial line item, boards will demand clearer ROI metrics on international recruitment. BDO concludes that while Australia remains open to skilled migration, the rising entry price signals a “quality over quantity” approach. Companies that align nomination volumes with strategic workforce gaps— and demonstrate genuine training investment— are likely to fare best under the new regime.
