Federal Councillor Beat Jans used the informal EU Justice and Home Affairs (JHA) Council in Dublin on 16 July to announce Switzerland’s accession to the newly created European Port Alliance – a public-private platform designed to tighten security screening and intelligence sharing in Europe’s seaports. The move, confirmed in a Bern press release issued on 17 July, places the Swiss Rhine Ports in Basel in a network that already covers Antwerp-Bruges, Rotterdam and Hamburg. Although Switzerland is land-locked, the Rhine Ports handle more than half of the country’s container imports and virtually all its fuel deliveries. By plugging into the Alliance’s joint risk-analysis cells – modelled on the EU’s Maritime Analysis and Operations Centre – Swiss customs officers will gain real-time access to cargo-manifests and suspicious-container alerts flagged in North Sea harbours. In return, Basel will feed river-freight data into the EU system, closing a loophole that drug-smuggling gangs have exploited by switching loads from sea-going vessels to barges in Dutch terminals. More strategically, Jans clinched political support for direct Swiss access to Europol’s central databases. Under the draft Europol Regulation tabled by the European Commission in June, Schengen-associated states could be granted near-real-time search rights; today Bern only receives filtered enquiries. Direct access would speed up cross-border criminal investigations and, by extension, facilitate the vetting of third-country nationals who apply for Swiss work and residence permits. The Dublin discussions were followed by meetings in London with UK Deputy Prime Minister and Justice Secretary David Lammy, during which both sides explored plugging the Port of London Authority into the same intelligence loop. Corporate relocation advisers say the development could shorten security-clearance times for intra-company transferees whose profiles trigger automated hits in European databases. For HR and global-mobility teams, the takeaway is that supply-chain and personnel-screening procedures involving Basel’s river ports are likely to tighten from 2027, when the Alliance’s common IT platform goes live. Companies moving equipment through the Rhine corridor or transferring staff with maritime-logistics responsibilities should expect more detailed due-diligence questionnaires and factor the new security layer into project timelines.
