Finland enters the meeting with a specific agenda: safeguarding northern-axis rail and road links that underpin freight flows between Finnish ports, the Nordic Arctic region and Central Europe. Minister Ranne is expected to lobby for EU budget flexibility that would let member states redirect unused cohesion funds toward critical rail-infrastructure upgrades—especially the 327-kilometre Laurila–Tornio–Haparanda line that connects Finland to Sweden. She will also call for harmonised EES business-traveller lanes at EU airports to minimise queue times for frequent flyers. The Dublin talks coincide with mounting concern among Finnish exporters over supply-chain resilience. With container volumes through the Port of Helsinki forecast to rise 4 % in 2027, companies such as Kone and UPM have urged the government to secure faster rail turnaround times and predictability at border crossings. A joint letter from five Finnish multinationals, seen by Global Mobility News, warns that “sluggish approvals for cross-border freight pilots are eroding Finland’s competitive edge in just-in-time manufacturing”. Another item likely to feature is sustainable aviation fuel (SAF) uptake. Finnair has set a target of 10 % SAF use by 2030 but says that EU-level investment support is essential to close its cost gap with conventional jet fuel. Minister Ranne is understood to back a proposal for an EU-wide SAF credit mechanism modelled on the bloc’s renewable-energy certificates.
