Annual quotas have been fixed at 11 300 slots—10 300 for the Qualified Employee stream and 1 000 for the Highly Qualified and Key & Scientific Personnel streams. Employers that fail to secure a slot must wait for the embassy’s quarterly “e-mail registration” round, which is limited to a mere 100 applications per year and is typically oversubscribed within minutes. The embassy stresses that appointment dates will be communicated only to the Czech employer, not directly to the applicant, a measure aimed at curbing the black market in visa slots. For Philippine talent agencies, IT outsourcing firms and Czech manufacturers that recruit in the Philippines, the message is clear: forward planning is essential. HR departments must coordinate closely with Czech ministries to submit lists of candidates as soon as the next programme window opens. Without a programme slot, even fully prepared applicants risk waiting months for an embassy appointment, potentially delaying start dates and jeopardising contracts. The tightened procedure mirrors broader efforts by the Czech government to channel labour migration through vetted employer schemes and to stop unscrupulous intermediaries from selling appointments. Companies are advised to brief candidates on the two-step process—programme registration followed by biometric enrolment at the embassy—and to budget extra time for the limited e-mail draws if quota ceilings are already reached. Although the update targets Manila, immigration lawyers note that similar quota management is being rolled out at other Czech embassies with high demand.
