The compulsory orientation—scheduled for 22 September—hit its quota of 120 participants within 48 hours, underscoring pent-up demand for imported front-line staff across hospitality, retail and property management. Under clause 11 of the Standard Employment Contract, Hong Kong employers must grant paid leave for each newly arrived or contract-renewed worker to attend one of the department’s briefings within eight weeks of arrival. Failure to comply can result in a ban on future ESLS applications and, in serious cases, prosecution. The briefings cover employment-rights awareness, occupational safety and channels for lodging complaints. They have become a bell-weather indicator of inbound labour flows since quotas were expanded in June to tackle a record 6 per cent vacancy rate in service-sector jobs. Global-mobility teams arranging expatriate or regional-hire moves into Hong Kong should build the briefing timetable into mobilisation plans. With October sessions yet to open, firms that miss the 22 September slot may need to budget for extended paid leave or apply for an exemption. The Labour Department’s Supplementary Labour Division advised HR practitioners to submit the electronic enrolment form early and monitor email confirmations because places are allocated on a first-come, first-served basis. The next available English-language briefing is tentatively set for 6 October, subject to venue confirmation.
