Southbound yacht travel corridor to open this week, backed by real-time monitoring platform
Hong Kong will open its waters to Guangdong-registered leisure yachts on Friday, marking the long-awaited launch of the southbound leg of the Individual Yacht Travel Scheme that already allows Hong Kong craft to sail north into the Greater Bay Area (GBA). Transport and Logistics Secretary Mable Chan told reporters on 13 October that nearly 300 mainland captains had completed training and assessment in Hong Kong, clearing the final regulatory hurdle. The Marine Department has installed a real-time vessel-tracking system that links automatic identification signals with electronic arrival-departure filings, promising skippers a “one-stop” digital platform for crew lists, berthing applications and immigration clearance. Additional patrol vessels will be deployed at popular anchorages to manage the expected influx during the Chung Yeung Festival long weekend. The scheme, first mooted in the 2017 Outline Development Plan for the GBA, aims to turn the region into a yachting hub rivalling Hainan’s Sanya and Thailand’s Phuket. For Hong Kong marinas and service providers—from fuel bunkering to maintenance yards—the southbound opening could generate millions in visitor spending and boost demand for high-end berths that currently enjoy sub-80 per cent occupancy. However, operators must navigate dual customs regimes. While Hong Kong’s Immigration Department will rely on its electronic Pre-arrival Clearance system, Guangdong customs still requires an online filing 24 hours before departure. Brokerage firms advising overseas yacht owners should prepare bilingual compliance packs and remind clients that foreign-flagged vessels remain excluded from the pilot for now. Longer term, officials hinted they may extend the permitted stay from seven to 30 days if the monitoring system proves effective. That would open possibilities for event-based charters around Art Basel and the Hong Kong-Zhuhai Grand Prix, creating new mobility flows for high-net-worth travellers and crew.
